Applied Cost-Benefit Analysis, Second Edition

Applied Cost-Benefit Analysis, Second Edition

This fully updated new edition continues in the vein of its predecessor by viewing cost-benefit analysis as applied welfare economics, while at the same time building on the earlier framework by extending the theory and providing further applications in each chapter. New for this edition are analyses of theory related applications in mental health, condom social marketing programs, female primary education as a means of preventing HIV/AIDS and the pricing of natural gas. Presented in an integrated manner, the theoretical concepts are constructed around the main building blocks of CBA, such as shadow pricing, distribution weights, the social discount rate and the marginal cost of public funds. This edition will cement the book's place as a major and accessible text in the field and will be of great interest to graduate and undergraduate students of welfare economics and microeconomic theory, as well as government economists involved with any area of public policy. Contents: Preface to the First Edition; Preface to the Second Edition; Part I; 1. Introduction to CBA; Part II; 2. Compensation Tests; 3. Consumer Surplus; Part III; 4. Shadow Prices; 5. External Effects; 6. Public Goods; 7. Risk and Uncertainty; 8. Measurement of Intangibles; 9. Marginal Cost of Public Funds; Part IV; 10. Distribution Weights; 11. Social Discount Rate; Part V; 12. Amrutha: What the Pope's Man Found out About Law of Nature

By

Monsignor Shamus McKenna begins as a narrow-minded bureaucrat in Vatican service. The Pope commissions him to study natural law as it pertains to women. His quest for the truth brings him to explore options that he never considered before. He discovers Amrutha and meets extraordinary women who invariably push his boundaries of propriety. At every point his determination to follow natural law leads him into more murky and untested waters of sex, morality, heroism, and women's lives. "Engaging and endearing. I wept a good half-dozen times. Tongue-in-cheek humor brought me spontaneous laughter. This work is a cross between Dan Brown's The Da Vinci Code and Don Johnson's The Harrad Experiment" - Dr Aaron Milavec, Vice-Principal Catherine of Siena College, Cincinnati Ohio. "Vivid scenes, haunting images, gripping action. And underneath, the ever puzzling question: what is that mysterious Law of Nature that Popes invoke to ban condoms, condemn gays and downgrade women" - Elisabeth Price, correspondent of Catholics for a Changing Church "This is a lively and action-packed book. Despite - or perhaps because of - its polemical intent, the story succeeds in holding the reader's interest throughout. Altogether, an enjoyable and thought-provoking read" -Dr Pat Anne Pinsent, Senior Research Fellow, Roehampton University, London www. thepopesman.com

Accidentally on Purpose

At thirty-nine, movie critic Mary Pols knew she wanted to have a baby. But never-not in a million years-on her own. To take on the physical, emotional, and financial challenges of motherhood without a perfect soul mate/husband would be absurd, kind of like not bothering to use a condom during a one-night stand with an adorable but jobless guy ten years her junior. Pols spends the ensuing weeks despairing over everything, from the financial nightmare of single motherhood to the end of her hopes for a traditional life. Not the least of her worries is finding the right way to drop the bombshell on loved ones, including her five siblings and eighty-four-year-old father, who has a German temper and an Irish Catholic attitude toward babies out of wedlock. Yet faced with the frightening, lonely truth that this might be her only chance at motherhood, she plunges ahead with the pregnancy and an Odd Couple version of a co-parenting relationship that looks like one more disaster in a long line of romantic disappointments. But even as she tries to give her son's young father a radical makeover, she realizes that his devotion and love for their child matters more than his spotty résumé or his inability to remember to put oil in the car. With humor, insight, and compelling honesty, Pols reveals what it means to compromise in the name of love and to find joy in an accidental life, suddenly brimming with purpose.

A Study of Sex Workers in Sri Lanka

A Study of Sex Workers in Sri Lanka

The book starts with an introduction to sex work as practiced in developing countries, HIV/AIDS and the inter-relation between the two. Then it goes on to a review of literature and sets out the key conceptual framework, bringing out important issues related to HIV/AIDS and the sex trade. These include an inquiry into different aspects of human sexuality, including the possible reasons why males patronise female sex workers. Biological and social explanations, as well as personal preferences that direct men to sex workers are discussed. The legal status of sex work has an important bearing on sex worker behaviour and creating an environment in which behavioural change interventions can be undertaken. This aspect is also reviewed in this section including the consequences of criminalizing sex between consenting adults. It also looks at the global and Sri Lankan situation on HIV/AIDS, populations that are considered more vulnerable to HIV/AIDS, the scope of the sex trade in Sri Lanka, reasons why women enter the sex trade, objectification of women and their exploitation, types of institutions they work in and personnel associated with the sex trade are other areas covered in this section. Issues such as stigmatisation, sex worker rights and society's views on sex work are looked into as they have a close relationship with safe sexual behaviour. After a section on methodology used in the study, the book elaborates on its findings such as socio-demographic parameters of sex workers - age, marital status, and number of children, hometowns of sex workers, area of work, employment in other sectors and the number of years in the sex trade. The exploration also looks into certain social and economic factors such as harassment by law enforcement officers and the earnings of sex workers. Information that matter to sex worker health such as awareness on STIs and HIV/AIDS, treatment seeking behaviour, types of sexual activity performed and demanded, frequency of condom use, barriers to the use of condoms, information related to breakage of condoms and group sex are inquired into. Concurrent sexual networks that make bridges among high-risk populations, and between sex workers and the general publics further exacerbate risk and were ascertained in this section. For example a sex worker concurrently being drug users and blood donors. An attempt was also made to see whether there is an increased tendency for alcohol use by clients of sex workers. Finally, recommendations are made for further research and action.

Why The Unfaithful Widow Will Grab Your Heart: The Unfaithful Widow will take you on the ride of your life. Not your traditional widow, but a gal who is determined to become Super Widow with a little help from her friends, a vintage corvette, the online dating services, advice from the spiritual world, a pack of dogs and a few Margaritas. About The Book: The Unfaithful Widow is a collection of candid essays on finding joy again after the loss of a mate. With warmth and laughter no subject is taboo. From dealing with the funeral home (Can I show you our upgraded cremation package? I looked at Miss Death, was I booking a vacation?) to dating again (He ran in the door, looked at me and said "I've left something in my car". He never returned). Sprinkle in a bevy of rescue dogs (Finally a good nights sleep with someone new in my bed.) and those questions you hate to ask (Condoms anyone?). The Unfaithful Widow will steal a piece of your heart, tickle your ribs and make you feel good to be alive. Book Excerpt: Two hours later I left the attorney's office too depressed to go home. So I headed to the antique shop where I have my booth. It seemed the closest and friendliest place I could think of. "We've never seen you in a skirt," the gal behind the counter remarked and actually clasped her hands in glee. Now there was someone who could perk you up. "Just back from dealing with the will," I replied and made a sad face. Then I did a full curtsey, dipping and holding out my long skirt. "My widow's outfit." I started to relax with the familiarity of the shop and smiled at her. "Black since I'm a widow and turquoise jewelry 'cause I'm hip." I liked the sound of that. She was looking strangely at me. "I am hip, aren't I?" I looked straight at her. She'd better answer that one right. "The hippest." She grinned at me with that remark. She was forty-five, skinny and lived on the edge. I was the sixty-year-old widow. Good answer.

Good things come to those who dare. Lana Green is looking for a lover. At twenty-three, she's more than ready to shed her shyness and shake up the status quo. Lucky her, the aloof bad boy she's always wanted to shake it with, Brody Nash, is back in town. Too bad he barely knows she's alive. Then an unexpected kiss makes her think her days of lusting from a distance are over. Despite the fact she's no femme fatale and has zero clue how to seduce a man, she sets out to do exactly that. Brody hardly recognizes the alluring woman as the same gawky computer geek he left in Graceville six months ago. Lana has him spellbound, but his temporary stay in town is strictly business-running his friend's restaurant while the man's on his honeymoon. Brody doesn't do relationships, and he doesn't do permanent. But when he finds her asleep on his boat, he can't keep his hands, or any other part of his anatomy, to himself. Things get complicated when he discovers what he thought was a casual sexual encounter has just cured her of the one thing she wanted to get rid of-her virginity. Warning: Contains sex that simmers and sizzles, featuring shenanigans in a moving automobile, light bondage, hanky spanky, chocolate cupcakes, chocolate condoms, and a good girl learning how much fun it is to be bad.

Save Unlimited Intimacy: Reflections on the Subculture of Barebacking

Unlimited Intimacy: Reflections on the Subculture of Barebacking

Barebacking-when gay men deliberately abandon condoms and embrace unprotected sex-has incited a great deal of shock, outrage, anger, and even disgust, but very little contemplation. Purposely flying in the face of decades of safe-sex campaigning and HIV/AIDS awareness initiatives, barebacking is unquestionably radical behavior, behavior that most people would rather condemn than understand. Thus the time is ripe for Unlimited Intimacy, Tim Dean's riveting investigation into barebacking and the distinctive subculture that has grown around it. Audacious and undeniably provocative, Dean's profoundly reflective account is neither a manifesto nor an apology; instead, it is a searching analysis that tests the very limits of the study of sex in the twenty-first century. Dean's extensive research into the subculture provides a tour of the scene's bars, sex clubs, and Web sites; offers an explicit but sophisticated analysis of its pornography; and documents his own personal experiences in the culture. But ultimately, it is HIV that animates the controversy around barebacking, and Unlimited Intimacy explores how barebackers think about transmitting the virus-especially the idea that deliberately sharing it establishes a new network of kinship among the infected. According to Dean, intimacy makes us vulnerable, exposes us to emotional risk, and forces us to drop our psychological barriers. As a committed experiment in intimacy without limits-one that makes those metaphors of intimacy quite literal-barebacking thus says a great deal about how intimacy works. Written with a fierce intelligence and uncompromising nerve, Unlimited Intimacy will prove to be a milestone in our understanding of sexual behavior.

Twisted Wisdom: Modern Anti-Proverbs

This book of parodied proverbs represents the first collection of such twisted or anti-proverbs in the English language. It contains over 3,000 texts based on 320 traditional Anglo-American proverbs. The twisted proverbs were located in dozens of books and articles on puns, one-liners, toasts, quotations, aphorisms, and graffiti. Many examples are also based on advertisements, caricatures, cartoons, comic strips, and headlines from magazines and newspapers. About 75 illustrations from the mass media are also included. While many of these humorous texts are based on mere puns and wordplay, there are also numerous satirical anti-proverbs that contain revealing social comments: Eat, drink and be merry for tomorrow they may recall your credit card. Marry in haste, and pay alimony at leisure. Taste makes waist.A split personality is the only case where two can live as cheaply as one. All work and no play makes you a valued employee. Where there s a will there s a loophole. The lawyer agrees with the doctor that the best things in life are fees.A condom is the mother of all prevention. Do unto others before they do unto you. Discounted Trading Zones and Interactional Expertise: Creating New Kinds of Collaboration

Trading Zones and Interactional Expertise: Creating New Kinds of Collaboration

Cross-disciplinary collaboration increasingly characterizes today's science and engineering research. The problems and opportunities facing society do not come neatly sorted by discipline. Difficulties arise when researchers from disciplines as different as engineering and the humanities work together and find that they speak largely different languages. This book explores a new framework for fostering collaborations among existing disciplines and expertise communities. The framework unites two ideas to emerge from recent work in STS: trading zones, in which scientific subcultures, each with its own language, develop the equivalents of pidgin and creole; and interactional expertise, in which experts learn to use the language of another research community in ways that are indistinguishable from expert practitioners of that community. A trading zone can gradually become a new area of expertise, facilitated by interactional expertise and involving negotiations over boundary objects (objects represented in different ways by different participants). The volume describes applications of the framework to service science, business strategy, environmental management, education, and practical ethics. One detailed case study focuses on attempts to create trading zones that would help prevent marine bycatch; another investigates trading zones formed to market the female condom to women in Africa; another describes how humanists embedded in a nanotechnology laboratory gained interactional expertise, resulting in improved research results for both humanists and nanoscientists. Deals For The Love Affairs of Nathaniel P. (Hardcover)

The Love Affairs of Nathaniel P. (Hardcover)

Bold, touching, and funny a debut novel by a brilliant young woman about the coming-of-age of a brilliant young literary man He was not the kind of guy who disappeared after sleeping with a woman and certainly not after the condom broke. On the contrary: Nathaniel Piven was a product of a postfeminist, 1980s childhood and politically correct 1990s college education. He had learned all about male privilege. Moreover, he was in possession of a functional and frankly rather clamorous conscience. from The Love Affairs of Nathaniel P. Nate Piven is a rising star in Brooklyn s literary scene. After several lean and striving years, he has his pick of both magazine assignments and women: Juliet, the hotshot business reporter; Elisa, his gorgeous ex-girlfriend, now friend; and Hannah, almost universally regarded as nice and smart, or smart and nice, and who holds her own in conversation with his friends. But when one relationship grows more serious, Nate is forced to reconsider what it is he really wants. This absorbing and funny tale is set in a twenty-first century literary world alive with wit and conversation. Here Adelle Waldman plunges into the psyche of a sensitive, modern man who is drawn to women, yet has a habit of letting them down, who thinks of himself as beyond superficial judgment, yet constantly struggles with his own status anxiety. With tough-minded intelligence and wry good humor, The Love Affairs of Nathaniel P. reveals one particular (though also alarmingly familiar) young man s thoughts about women and love.

Bargain The Genius of Design

The Genius of Design

Design is all around us. It manifests itself in the boardroom and on the battlefied; from the factory floor to the supermarket aisle; in our cars, kitchens and bathrooms; on advertising billboards and food packaging; on movie sets and in computer avatars Design is not just a feature of our surroundings, however, but also a process. When we arrange flowrers in a vase, plan a meal or decide what to wear in the morning, we all engage with design and-on one level-become designers, constantly forming and re-forming the functional and aesthetic surroundings to our existences. Designed spaces and objects give us, and our lives, meaning In The Genius of Design, author and design historian Penny sparke offers us far more than a history of design icons, The book's five chapters broadly take the reader ion a chronological journey, from industrialized manufacture in the nineteenth century; on to the Modern movement, the Bauhaus adn beyond; thorugh austerity and wartime; postwar boom and the potential of new materials and processses; and finishing with an up-to-the-minute engagement with design in the twenty-first century. More than anything, thought, The Genius of Design tells the stories that lie behind the iconic designs of our times. It tells how the first fitted kitchen was based on the principles behind the ford production line, how wartime research ultimately led to the Bic pen, latex condoms, and aviator sunglasses. It celebrates the heroes of design, as well as the lesser know people responsible for some of the everyday objects we take for grandes. And it examines the role of the consmer and the issues of taste-what really is good or bad design? Provocative, absorbing and packed with images, this enthralling book reveals what design means to us-the trivial and the mundane, the five-saving and the world-changing. Above all, it puts human beings back where they belong-at the heart of the debate about what makes good and bad design.

Saltwater Taffy: A Summer at the Jersey Shore

Saltwater Taffy is about first loves. It takes place during one summer at the Jersey Shore in the early 1950s, when Johnnie Ray cried on jukeboxes, you drank Coke from six-ounce bottles, and lovers used condoms primarily for birth control. Saltwater Taffy delineates love affairs that are complicated by cultural and age differences during an ignored time period-that short breath between the post-war boom and Rock 'n' Roll. The setting is once-fashionable Essex Beach, NJ, a community where Victorian mansions built with old money have been converted to summer boarding houses for Italian-American families from New York and New Jersey. Saltwater Taffy explores how people fall in love. It compares the mature love of Sonny & Emily, the adolescent love of Bobby & Camille, and the violent love of Ralph & Toni. These relationships play out as intertwined melodies that climax in surprising ways on Labor Day weekend.

More: Population, Nature, and What Women Want

In the capital of Ghana, a teenager nicknamed? Condom Sister? trolls the streets to educate other young people about contraception. Her work and her own aspirations point to a remarkable shift not only in the West African nation, where just a few decades ago women had nearly seven children on average, but around the globe. While world population continues to grow, family size keeps dropping in countries as diverse as Switzerland and South Africa. The phenomenon has some lamenting the imminent extinction of humanity, while others warn that our numbers will soon outgrow the planet s resources. Robert Engelman offers a decidedly different vision one that celebrates women s widespread desire for smaller families. Mothers aren t seeking more children, he argues, but more for their children. If they re able to realize their intentions, we just might suffer less climate change, hunger, and disease, not to mention sky-high housing costs and infuriating traffic jams. In More, Engelman shows that this three-way dance between population, women s autonomy, and the natural world is as old as humanity itself. He traces pivotal developments in our history that set population and society on its current trajectory, from hominids? first steps on two feet to the persecution of? witches? in Europe to the creation of modern contraception. Both personal and sweeping, More explores how population growth has shaped modern civilization and humanity as we know it. The result is a mind-stretching exploration of parenthood, sex, and culture through the ages. Yet for all its fascinating historical detail, More is primarily about the choices we face today. Whether society supports women to have children when and only when they choose to will not only shape their lives, but the world all our children will inherit.

By

The Trobriand Islands of Papua New Guinea have been depicted as a place of sexual freedom ever since these small atolls in the southwest Pacific were made famous by anthropologist Bronislaw Malinowski in the early twentieth century. Today in the era of the HIV/AIDS pandemic, how do Trobrianders respond to public health interventions that link their cultural practices to the risk of HIV? How do they weigh HIV prevention messages of abstinence, fidelity, and condom use against traditional sexual practices that strengthen interclan relationships in a gift economy? Written by an anthropologist who has direct ties to the Trobriands through marriage and who has been involved in Papua New Guinea's national response to the HIV epidemic since the mid-1990s, Islands of Love, Islands of Risk is an unusual insider ethnography. Katherine Lepani describes in vivid detail the cultural practices of regeneration, from the traditional dance called Wosimwaya to the elaborate exchanges that are part of the mortuary feasts called sagali. Focusing on the sexual freedom of young people, the author reveals the social value of sexual practice. By bringing cultural context and lived experience to the fore, the book addresses the failure of standardized public health programs to bridge the persistent gap between HIV awareness and prevention. The book offers insights on the interplay between global and local understandings of gender, sexuality, and disease and suggests the possibility of viewing sexuality in terms other than risk. Islands of Love, Islands of Risk illustrates the contribution of ethnographic research methodology in facilitating dialogue between different ways of knowing. As a contemporary perspective on Malinowski's classic accounts of Trobriand sexuality, the book reaffirms the Trobriands' central place in the study of anthropology. This book is the recipient of the annual Norman L. and Roselea J. Goldberg Prize for the best project in the area of medicine.
